I was reading the recall notice and it seems the manufacturer petitioned the NHTSA on the first recall that included both forward side windows and the door. After further evaluation the NHTSA issued another recall, Campaign ID Number 98V147000, for all Discoverys manufactured from July 95 to Jan 96 that covered the driver's and passenger's windows but not the door. Owner recall notices were to be sent out on this recall, but were not required for the first recall.
If you are not the original owner, you can check the glass to see if it was replaced by looking for an "AS2" marking on the glass. If no AS2, it is the original and needs to be replaced. One thing to note, the fix does not seem to work very well. I still have much difficulty seeing my mirrors at night if there are other light sources around.
